Facilities Controls Manager

The Oregon Zoo is looking for a new Facilities Controls Manager. This position oversees facility systems and infrastructure engineering on the 64-acre Oregon Zoo campus. In partnership with the Facilities Director, Facilities Maintenance Supervisor and Maintenance Leads, the Facilities Control Manager is responsible for managing technical labor, materials, and equipment.

Specific areas of emphasis include the programming and maintenance of Building Automated System (BAS) controls and Aquatic Life Support System (LSS) controls.  In addition, the Facilities Controls Manager supervises the maintenance and repair of HVAC, Aquatic Life Support Systems, and infrastructure equipment and systems including both public access and non-public access animal exhibit areas. Responsibilities also include preventative maintenance, emergency repairs, and renovation projects as well as the safety requirements of all work performed.

This position is currently responsible for direct supervision of 2 HVAC technicians and 1 Aquatic Lead, and 3 Aquatic Life Support technicians. Effective supervision requires a proactive, motivated individual with experience managing people and projects in a large dynamic campus environment. This position will spend approximately 30% of the work day performing oversight in the field and 70% of the work day performing technical duties, office and administrative functions and responsibilities.

This position provides direction and technical expertise in the performance and supervision of varied scale maintenance initiatives with diverse stakeholders in a unique and challenging environment. Additional responsibilities include assistance in the preparation and monitoring of annual budgets, contract administration and oversight, developing short and long- range plans, as well as establishing goals and objectives for infrastructure and facilities maintenance specifically related to Building Automation, Aquatic Life Support, and HVAC systems throughout the campus. The person in this position will also be a technical contributor and subject matter expert on design teams for future and current capital improvements; including capital and repair projects that are currently underway as part of the master plan.

This position will generally be scheduled to work Monday through Friday with the expectation of working occasional nights and weekends required to support the Zoo’s 364 days a year operations. This position reports to the Facility Director. The successful candidate will have the opportunity to work closely alongside the current Facilities Control Engineer for a length of time.

ESSENTIAL JOB DUTIES:

• Designs, tests and arranges for installation/upgrades of Building Automation Systems, HVAC and Aquatic Life Support systems.
• Manages Aquatic Life Support, HVAC and Building Automation projects. Oversees and coordinates the activities of LSS and HVAC departments.
• Provides assistance and expertise in areas of building system controls, building system infrastructure, capital project coordination, preventive maintenance programs and facility condition reports.
• Responsibilities include developing and maintaining system programming and user interface graphics, participating in the system start-up and commissioning process, overseeing system security and system backups, resolving system network problems, preparing specifications and managing in-house projects, day-to-day problem resolution and generating special reports as required.
• Researches, recommends and designs control, instrumentation and building system components and methods Prepares specifications and reviews bids for outside services and contractors and acts as subject matter expert on repair and remodel projects throughout Zoo campus.
• Writes, tests, troubleshoots and modifies programs in multiple languages of systems software.
• Assists project managers in the development of Building Automation and HVAC retrofit project plans and system integration plans for new Building Automation systems or complex enhancements to existing systems
• Plans and develops future growth needs and considerations for the Zoo’s Building Automation Network, HVAC and Aquatic Life Support systems. Participates in the system start-up and commissioning process of Facilities and Zoo Bond projects.
• Supervises and directs technical and trade positions; provides coaching and helps staff grow professionally; hires, trains and manages employee performance. Explains and enforces work rules, policies, and procedures.
• Effectively organizes and oversees the daily work activities of assigned staff in order to optimize productivity, team work and results. Meets with project teams to discuss project issues and recommends appropriate course of action. Ensures priority needs are addressed and that projects and program areas meet schedules and budgets.
• Prepares, reviews and approves drawings, specifications, reports and data tables.
• Liaises with design, drafting and consultant group partners to stay openly engaged with the design community and latest technologies being utilized.
• Interprets technical drawings, specifications, diagrams, blueprints and provides technical assistance as necessary or required.
• Creates, implements and manages campus wide systems standards for new and remodel projects.
• Develops and implements quality standards; evaluates processes and procedures to ensure maximum efficiency and effectiveness of sustainable operations.

• With the Facilities Director and Facilities Supervisor, prepares short and long range goals for the facilities engineering area, including oversight of the execution and supervision of those goals.
• Participates in formulation and evaluation of policies and strategic direction for the maintenance area as related to the Facilities Division; assures that Metro’s goals for sustainable operations and fiscal management are met.
• Participates in the preparation and administration of the Facilities maintenance budget and program goals and objectives. Monitors expenditures to stay within budget.
• Assists in the administration the Zoo’s Facilities Permit Program with the City of Portland. Assists in the administration and provides tracking, reporting, progress and oversight functions for the Zoo’s maintenance work order system and preventative maintenance programs.
• Assists in the administration of the Zoo’s Repair and Replacement fund and capital asset fund.

Knowledge skills and abilities

• Knowledge of facility maintenance and management practices, utility maintenance, skills utilized in facility maintenance, and all local building codes, and other applicable laws and regulations.
• Proven track record of expertise in areas of facility infrastructure maintenance and repair. Knowledge of applicable regulations that affect the facility (federal, city and state codes, etc.) Knowledge of project management and coordination, including contract negotiation.
• Knowledge of principles and practices of record keeping and administration. Knowledge of effective management, including team building, personnel supervision, training and performance evaluation.
• Knowledge of customer service and public responsibility in operation of public facilities.
• Knowledge of safe work practices.
• Knowledge of budget implementation and monitoring.
• Skills to provide technical expertise, project management, and apply troubleshooting skills as they relate to facility maintenance and oversight.
• Ability to supervise, train, schedule and evaluate assigned staff.
• Ability to negotiate with contractors, staff and other zoo divisions. Ability to understand and support concepts of collective bargaining. Ability to communicate clearly and concisely, both orally and in writing.
• Ability to provide planning, leadership and technical oversight in developing goals and objectives for assigned area.
• Ability to organize and analyze information for preparation of clear and concise reports. Ability to maintain safety programs, stays current with regulation and industry practices, and conduct training.
• Ability to continuously seek ways to improve efficiencies and service to the public.

MINIMUM REQUIREMENTS:

• Advanced knowledge and training, which can be evidenced by a college degree with an emphasis in facilities maintenance or HVAC systems or aquatic life support systems, AND
• Four years of directly related experience, AND
• Three years of experience in maintenance supervision, including experience managing in an environment with multiple facilities and grounds accessible by the public; or
• Any combination of experience and education that provides the applicant with the desired skills, knowledge and ability required to perform the job.

Preferred Qualifications:
You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. • At least 5 years of experience designing, operation and integration of different DDC systems for HVAC and lightning systems. Familiarity with Aquatic Life Support operations is also desirable.
• At least 5 years’ experience integrating, programming and configuration of BACnet systems. Specific experience with Andover Continuum and Delta Controls is required. Experience with Delta EnteliWEB, Siemens BacNet and Lutron Quantum is highly desirable.
• Experience creating submittals, performing equipment selection, and completing control and mechanical schematics.
• Experience performing mechanical and automation controls drawing and specification owner review for A/E consultant designed projects (Plan & Spec).
• Experience performing contractor submittal reviews and project QA/QC.
• Solid working knowledge of TCP/IP networking.
• Thorough understanding of HVAC systems for both unitary and applied equipment.

Work location: This position will primarily work at the Oregon Zoo on-site. Due to the nature of the work there is no option for teleworking.

Working conditions: Requires outside work with exposure to weather extremes, indirect exposure to exotic animals, direct exposure to the public, and areas that may be under construction. Employees may encounter hazardous situations, equipment and conditions found in such environments. Travel, evening meetings and work over 40 hours per week may be required.
