Facilities Maintenance Manager

 

The Oregon Zoo is looking for a Facilities Maintenance Manger to thrive in a unique environment, with multiple buildings and outdoor areas as well as complex technical systems. Some of the buildings include classrooms, offices, animal habitats and a world class Veterinary Hospital. This position will provide oversight of facility and infrastructure maintenance, of the 64-acre Oregon Zoo campus. Specific areas of emphasis include the supervision of facilities maintenance and repair, including both public-access and non-public-access animal exhibit areas; infrastructure; preventative maintenance systems; emergency repairs; renovation projects; and safety aspects of all work performed by the division. Additional responsibilities include assistance in the preparation and monitoring of annual budgets; contract administration; and developing short and long-range plans as well as goals and objectives for infrastructure and facilities maintenance. The person in this position will also be a contributor in design teams for capital improvements; including capital and repair projects relating to fleet, equipment replacement and renovation of facilities.

As Facilities Maintenance Manager, you will spend approximately half your time in the field supervising 8 to 12 staff, including an electrician, general maintenance personnel, an automotive specialist, train operators and three maintenance leads. The other half of your time will be spent performing office and administrative functions and responsibilities. Supervision of this area requires a proactive, motivated individual with experience managing people and projects in a large dynamic campus environment.

ESSENTIAL JOB DUTIES:

  • Prepares short- and long-range goals for the facilities maintenance area, including oversight of the execution and supervision of those goals.
  • Administers and provides tracking, reporting on progress and oversight functions for the Zoo’s maintenance work order system.
  • Provides assistance and expertise in areas of building system infrastructure, capital project coordination and preventive maintenance programs.
  • Maintains the facility infrastructure throughout the zoo in visitor, staff and animal areas to standards that equal and exceed industry standards and regulations.
  • Manages, supervises and directs lead workers, technical and trade positions, with responsibility for selection of new employees and performance management.
  • Controls and supervises the care, use, repair and replacement of all tools, vehicles, maintenance supplies and in house construction materials.
  • Effectively organizes and oversees the maintenance crew daily work activities in order to optimize productivity, team work and results. Meets with project teams to discuss project issues and recommends appropriate course of action. Ensures priority needs are addressed and that projects and program areas meet schedules and budgets.
  • Performs annual performance evaluation responsibilities, including written evaluation of staff, collecting and compiling employee self-evaluations and stakeholder feedback, and goal setting for employees.
  • Participates in the preparation and administration of the Facilities maintenance budget based on resource availability and requirements, and program goals and objectives. Prepares required reports or information in a timely manner as requested.
  • Develops and supervises on-going skills training program and encourages staff to take advantage of these opportunities as available.
  • Participates in formulation and evaluation of policies and strategic direction for the maintenance area as related to the Facilities Division; assures that Metro’s goals for sustainable operations and fiscal management are met.
  • Develops appropriate guidelines to carry out policies, and explains the purpose behind policies and programs.
  • Includes staff and stakeholders when developing strategic and contingency plans. Develops and implements quality standards; evaluates processes and procedures to ensure maximum efficiency and effectiveness of sustainable operations.
  • Administers the zoo’s Facilities Permit Program with the City of Portland.

Knowledge skills and abilities

  • Knowledge of facility maintenance and management practices, utility maintenance, skills utilized in facility maintenance, and all local building codes, and other applicable laws and regulations.
  • Proven track record of expertise in areas of facility infrastructure maintenance and use of computerized content management systems (CMMS).
  • Knowledge of applicable regulations that affect the facility (USDA, AZA, City and State codes etc.)
  • Knowledge of project management and coordination, including contract negotiation. Knowledge of principles and practices of record keeping and administration.
  • Knowledge of effective management, including team building, personnel supervision, training and performance evaluation.
  • Knowledge of customer service and public responsibility in operation of public facilities. Knowledge of safe work practices.
  • Ability to develop, implement and monitor division budget.
  • Ability to negotiate with contractors, staff and other zoo divisions. Ability to understand and support concepts of collective bargaining. Ability to communicate clearly and concisely, both orally and in writing. Ability to perform basic and advanced math.
  • Ability to provide planning, leadership and technical oversight in developing goals and objectives for assigned area.
  • Ability to organize and analyze information for preparation of clear and concise reports. Ability to maintain safety programs stays current with regulation and industry practices, and conduct training.
  • Ability to continuously seek ways to improve efficiencies and service to the public. Ability to embrace change and innovation when appropriate.
  • Ability to strategically weigh risks and benefits of actions, prior to taking action.

MINIMUM REQUIREMENTS:

  • Advanced knowledge and training, which can be evidenced by a college degree with an emphasis in facilities maintenance or management, AND
  • Four years of directly related experience, AND
  • Three years of experience in maintenance supervision including experience managing in an environment with multiple facilities and grounds accessible by the public; OR
  • Any combination of experience and education that provides the applicant with the desired skills, knowledge and ability required to perform the job.

Work location: This position will primarily work at the Oregon Zoo on-site. Due to the nature of the work there is no option for teleworking. 

Working conditions: Requires outside work with exposure to weather extremes, indirect exposure to exotic animals, direct exposure to the public, and areas that may be under construction. Employees may encounter hazardous situations, equipment and conditions found in such environments. Travel, evening meetings and work over 40 hours per week may be required.
